There are a wide number of people whose actions are detailed in the report. It is clear from my reading of the report that there were many instances - missed opportunities - but not all of the people covered were on, shall we say, the downside of that. I am concerned that there is an ongoing delay to enabling us to publish the reports, which would enable each of those involved - each of the persons implicated, as it were - to have an opportunity to answer what it says in the report so that those who have something to account for can account for it and those who are blameless can have their names restored, as it were.
