They have all been provided with the policy and there has been widespread training. As to whether they are conversant with it, I have to be honest I am not happy with the level of open disclosure. Too many issues reach my desk where there has not been open disclosure since the policy was implemented. I am a strong advocate of the open disclosure policy being put on a statutory basis.
