I will make two distinctions. Children in care are the responsibility of Tusla, the child care agency, but there are children for whom we have a responsibility. There was a time when the HSE had statutory authority for children. Obviously, we had to discharge that legislation fully. We are no longer the statutory authority. However, we have a duty of care to children and we must fully comply with children legislation, including the Child Care Act.
