I am setting out what actually happened. The Resilience report was concluded in 2015. It was in the context of those reports being undertaken that the question was asked at the national summit in relation to whether the reports were going to be published. Subsequent to that, I wrote to the individual who asked the question at the summit, advised him of the legal situation that we were precluded, as has been outlined here before, but arranged for that individual to be met and the matter discussed with him if he so wished.
