What happened at that point was that I asked for a report in respect of the issue but, given the protected disclosures at that time, they had looked at it nationally and it was agreed that there would be a commissioned report, which was undertaken and commenced in March 2010. At that stage, additional protected disclosures had been received and the terms of reference were adjusted to take account of the totality of those.
