The reason is that although these two people were new to the service, they were not new to this position or to a higher level of responsibility. They had a relationship with the organisation and one of the parties had at least met Grace before. It was in the context of how we could do the best thing in terms of the person involved and taking due regard of trying to lessen any distress that some of these decisions were made
