The challenge we had in dealing with this was that on the day we wrote this report we had received an approval to release into the public domain the information cleared by the Information Commissioner - the 12 pages that were allowed, principally the terms of reference and most of the recommendations, which were non-personal in nature. That was what we had. We took the opportunity to include some additional information, which would not raise issues in respect of the Garda investigation or anything like that, which was very significant, to be of assistance to the committee. That is what we sought to do.
