The significant issue is that, when the State takes a decision or allows a situation where it has responsibility for people with intellectual disability, it places them. That is what happened in the case of Grace. The State was looking after Grace as a child from an early age and placed the child in this location. That is the most significant issue where the State has responsibility for provision. That is what we were communicating.
