It is a cop out to say that it cannot be assessed and that we cannot stand up and say "In this institution or university, this is how we value great teachers, and this is what we think a good, quality or inspiring teacher is." We skirt around all that with, as Dr. Foley says, these little Spar shops or hubs called teaching and learning units.
