There is a big debate going on as to whether these are windfall or not. The Department has one position but the Irish Fiscal Advisory Council does not agree with it. There are warnings coming thick and fast from other sources, including the European Commission, The Economistand other sources. How did the Department get it so wrong for corporation tax?
