They would be at least double those for Camphill. While needs assessments are carried out in respect of people at the top end of the scale who have very complex needs, such that the correct fees are applied to them, this does not happen in relation to people on the bottom of the scale. Camphill has to hold its hands in that at the time when it was seeking capitation fees, it sought only what it needed at that time rather than what was required in relation to the top end of the scale. Strategically that was a bad move.
