Terminology is important here. It is a political appointment in the sense that all Secretaries General are appointed by the Government. In that sense, it is a political appointment, but it is not a political appointment in the sense in which a practising politician such as Deputy Ross might understand it. My sense of the phrase would be slightly different - I think my colleagues would share this - from Deputy Ross's sense of it. It is an appointment by the Government.
