The witness is not answering my question. We have gone through all of that. I want to know why the conditions at Mountjoy Prison were not addressed. Mr. Justice Kinlan was saying that it needed to be addressed. The European Committee for the Prevention of Torture was also saying that something had to be done. This was the major pressure but it was not addressed until 2010 and then it could have been done for €30 million.
