In the meantime, and my colleagues here today will have figures for the committee, the prison population increased almost exponentially. As a result the Prison Service was faced with the demands of an ever increasing prison population while having to deal with concerns over conditions. While it was not a big issue it was certainly an issue in terms of addressing it.
