The witnesses are saying two different things here. The person who is head of corporate affairs for the Prison Service has just said that in some respects it is a lot cheaper to have somebody electronically monitored than not and Mr. Waters is saying that overall the scale of this will be very expensive. It is included in the bail Bill and will be left up to the Garda to make an application when it comes to the electronic tagging of repeat offenders.
