Mr. Noel Waters:

What we are proposing now is that the person making the application will be required to say, "I wish to claim asylum in Ireland on the basis that I am persecuted because of my religion in my country and I also wish to make it clear that I am fearful about returning to my country". The person will be required to do that on the spot, not as two different separate processes. If they do not do that and their appeal is upheld, there is no more room for them be part of the system.
