Perhaps I am being very ignorant in asking this question, but has there been any report on it? Who is doing what around the country? Which county councils took on more than others? Which were facilitated more than others? What worked? This links in with what Mr. Ian Power was saying about the Youth Guarantee, although it is not just about young people.
