It is an interesting debate and it happens quite extensively. My general view remains that having the capacity to deal with the complaints is largely to do with access to clinical advice and we have mechanisms that enable us to have access to independent clinical advice that is quite costly. The work of a caseworker in a health complaint is not greatly dissimilar to the work of a caseworker in other areas and specialisation has generally led both to problems with silos within offices and inflexibility in dealing with varying workloads. My general view is that it should not happen, but I can understand the arguments the other way. There are two separate issues. The nursing home thing has gone ahead. Nursing homes are within my jurisdiction since 24 August and that is very good. It will take a while for complaints to come through because it is only complaints-----
