I would not say that there was a beginning of a process to talk about a programme. There was the beginning of a process to inform the Irish authorities as to how the IMF could help, and there was also a beginning of the process of ... of telling the Irish authorities that the right time to enter into a programme is when a country is vulnerable and not when it is in a full-blown crisis.
