We were coming out of the recession of the '80s, where there was little or no increase in the real value of house prices, there was little or no construction going on. I think there was about 15,000 or 20,000 houses being built annually - and we had, of course, the 1989 Act just passed and, as I said to the Deputy ... that building societies ... it encourages us, it stated that, "Building societies should be a major source of funding for housing by investing directly in residential-----"
