The United Kingdom brought in burden-sharing in 2009, Germany in 2010, Spain in 2012, France in 2013, and, most importantly of all, Europe in 2014. Secondly, bailing in involves a failure of the bank, so you start bailing in because you say the bank is going to fail. That, of course, creates huge issues of contagion and systemic risk; it's not a thing that is lightly done, and, even now, it is an issue that creates difficulties.
