Well, just to answer the question for you as best I can, and I'm surmising here, it's often the case in Departments of State - whether it's the Central Bank or the Department of Finance, or, indeed, my own Department - that when you're preparing for a meeting or for a meeting to take place that they do some ... forward planning and they have ready for you a draft statement. It mightn't be exactly what you'll send out, but they'll have a draft ready as part of saving time rather than going off and trying to do it at that point and waiting for an hour for them to come back-----
