I'm just making the point to you and I think it's consistent with the evidence you have heard from Department of Finance people who have discussed this with you, that the emphasis was on ... for a good while of the preparations were on the basis of a specific institution having a problem, rather than the whole system having a problem. Now that may have been a mistake or that may have been an error or that may have been whatever, but that was the thinking that was dominating their approach.
