Committee of Inquiry into the Banking Crisis

Nexus Phase

Mr. Brian Cowen:

Well, the Department was, as I say, meeting through this group, which was co-ordinating between Central Bank, regulator, Department, AG's office and others. You know, there was a co-ordination mechanism there to go through the various options. That was ongoing when I left. There wasn't a crisis at that point. As I say, there was a continual watching brief on liquidity issues for the previous eight or nine months and people were getting through that reasonably well. We hadn't developed into crisis proportions at that stage.

If you look at even May and June in terms of the liquidity that was being provided to the system, in June, it was of the order that had been maybe some months before that, so, it didn't ... it wasn't, sort of, an incremental worsening, it was, sort of, a ... it was manageable, it appeared, and then in the autumn, it became not manageable.
