Well there are numbers. The urban renewal scheme was brought in in 1986 and, I think, as was the Custom House docks scheme. The schemes were reviewed in 1996 and I think the conclusion was that there was some benefit in the areas in which the schemes were concentrated and some which ... what they call a shadow effect in areas beside it, but it was difficult to conclude whether that had led to an overall increase in output in the economy or not. The seaside resort scheme, we were never convinced of the wisdom of it, and I think the idea was, and it may have been well-founded in the sense that some of the traditional resorts had ... were a bit down at heel and the accommodation wasn't as good as it should be and the amusements and facilities.
