I'm not quite sure what the cost was, but it was also felt that there was a benefit in terms of spreading around some of the prosperity throughout the country, and in helping some areas. I wasn't involved in the decentralisation It was kept a fairly closely guarded secret until it was announced, and there was a small team working on it. I mean, there are pros and cons in favour of it. I must say I had a neutral viewpoint on it.
