Well, I think we are moving to a more open environment. It's an expectation now. Previously, there wasn't an expectation and I think that if senior managers in the Central Bank, if directors in the Central Bank, argued for less openness and less transparency and less challenge, there would be concrete policy decisions to point to that say, you know, "Why are you moving against that?" I think we ... okay, you can never be sure that ... culture change takes a long time and it is about culture change.
