To be clear, the regulator, people tended to talk about an individual but actually the regulator was the whole authority but the management were responsible to the authority and the authority had its accountability, being independent, to the Oireachtas. But the Minister was entitled legally to ask for information at any time more or less and also they had to clear their budget with the Minister, which never was a problem.
