Committee of Inquiry into the Banking Crisis
Nexus Phase
Mr. William Beausang:
The domestic standing group, as evidenced from the information that I've presented, never came to a view on those issues. The model, you know, a, kind of, an agreed or consensus model of crisis resolution, was never put in place. So, that was a reflection of what is indeed, kind of, you know, good practice or the recommended approach for dealing with a failing institution. I suppose one further distinction that I'd make that's important, at a point in time, you're, kind of, looking at the way things are developing in the financial sector, and you're saying, "Are we dealing with a problem in an individual institution or are we dealing with a systemic crisis?" And I think the approach that you take in either of those situation differs. It's not ... the best practice in dealing with a stand-alone failed institution isn't the same as best practice in dealing with a systemic crisis that's affecting the whole of the banking sector.
