Well, I mean, I think that's just the nature of contingency planning, that we knew what options were under discussion, because we knew what outcomes could be facilitated by the legislation, so, you know, you want to be in a position where, when the decision is made, that, you know, you're ready to move on that decision. I think Kevin Cardiff talked in his evidence around saying at that meeting, at a later stage, "Look, if we're going to decide to do something, we need to decide, to adopt a particular approach, we need to decide now because work has to proceed."
