The legislation that set up the regulator's office and that set up the new Central Bank structure and the whole structure that was put in place was done through legislation passed in this House. The Minister would have been in the Chamber and the Department of Finance officials would have been sitting next to him during that period, so the architecture of what Senator D'Arcy is talking about is the child of the Department of Finance and the Minister. So, as Senator D'Arcy is asking, in terms of the macro-stability of this country, is the proposition today that you set it up and then you didn't see any responsibility for stability and accountability afterwards?
