I will not labour the issue. While State agencies have worked on many occasions, they have also failed employees on many occasions. A solution would be to try to fix matters before they reached the State agencies. There will not be a meeting of minds on this issue. However, I welcome the thrust of the legislation and hope it is enacted as soon as possible. I also welcome amendment No. 22 in the name of the Minister. If we did not have it, compliance would be impossible. The legislation includes many positive elements.
