A routine and normal part of the annual budget cycle is that you get, in recent years, somewhere between 700 and 900 individual submissions from groups lobbying around a range of issues and this would've been one of those. It doesn't surprise me in the least. To the extent the vast majority of people that do this lobbying and make submissions don't get access and don't get a meeting with the Ministers. It was the case, up to about 2007, the Minister would've met a much wider range of groups than they do any more. They meet very, very few. It's much more selective and it tends to be the bigger, if you like to call, the social partner type groups, rather than industry ... so, does it surprise me? No.
