And you're indicating that the timeline in and around 2003 onwards was where the seeds - and I need you to clarify this - is where the seeds for the ultimate structural deficit of €30 billion in the Irish economy, separate from the banking debt that actually was there at the time as well and which ultimately led Ireland going into a bailout programme ... are you saying that that ... that the structural aspect of Ireland's requirement to go into a bailout programme, that the seeds were set during that period?
