That's a very broad statement. I suppose the first thing about the Wright report is that he found that the Department was fit for purpose, that its advice had been generally stronger and clearer than was available anywhere else. He makes points about the strengthening of the skills, I've dealt with that already. I agree that it was a constant issue to build up the skills and so on.
