It seemed to me that if one took out the tax breaks to those on upper incomes, what was left in the spring economic statement with regard spending and public expenditure was really only going to take account of the growth in demographics. The per capitaspend on that side would actually be static or slightly falling. Is that Professor McHale's assessment?
