Mr. Brian Patterson:

There was ... when it came to the funding model for the regulator, there was a long debate about what was the right way to go and, eventually, the consensus was that we would do it 50-50. Fifty because the belief was that the industry should pay at least a good chunk of it but not all of it and the reason for not levying 100% on the industry was to avoid what's called regulatory capture - that if the industry was paying for all of it, then we might fall under the stray too much.
