I think what happened, and this was way back in the 1990s ... and I could stand corrected, I put this as my belief ... that the approach was to relax the stringency of that for that reason in order, as I say, to attract in a large foreign bank into the IFSC. With the benefit of hindsight, that was a bit crazy.
