Mr. Brian Patterson:

As I said, I think in answer to an earlier question, I now believe that there were instruments available to the regulator that could have, if deployed with sufficient urgency and force at the right time, could have curbed the lending, and, presumably, headed off the worst of ... of what happened, maybe not all of it, but the worst of it, and they weren't used, and that's a cause of great regret to me. They should have been.
