One of the members of the consortium is AMEC Foster Wheeler, which has advised the European Commission in respect of regulation in member states. It contributed to a report for the German federal ministry in 2012 in which it was recommended that hydraulic fracturing should not be banned but that its application should only be allowed with strict regulation in place and should be accompanied by intensive administrative and scientific supervision.
