Well, with the benefit of hindsight, and it depending on what assessments that were made by the financial stability people and you know, when we look back on it now and see the way the risks were building up ... and it may have ... possibly should have occurred to the ... to the Governor or the ... there maybe the advice to the Governor was given that maybe we should explore ways to tackle this. You know, and it's not ... it's not an unreasonable kind of a proposition to put forward that, you know, he might have said, ''Look we have a problem here, there's a big problem building up, is there any way we can deal with it?''. But that didn't happen.
