Yes, I think that's accurate. But ... but Mr. Hurley ... the service that Mr. Hurley's people had to provide to us in that instance was to get the people for us and they weren't able to do that. So, the question, I think ... you know ... I can understand Mrs. Burke's frustration but it really wasn't anything to do with the authority not approving her six people. It was that you couldn't get them.
