Well, I think ... as far as I remember, Senator, after the guarantee, the Minister of Finance launched a series of meetings with the banks. I think he was trying to explore with the banks where ... now that they had ... were in receipt of a Government guarantee, to what extent that could be built upon through - maybe consolidation of the banks and mergers, and whatever - and he was exploring those various options. And I just felt it's somewhat unusual that the regulator wasn't invited to participate in those.
