I think, Chairman, in the context of that, the board of the Central Bank and the authority consisted of, I suppose, cautious people. And, you know, I think at that stage when the financial stability report was being prepared, I mean, there may have been a consciousness in the minds of the boards about the sensitive situation in the international financial markets. And it's ... I think ... I can understand that there may have been a note of caution that the emphasis should be on the strengths rather than the weaknesses, and that they wouldn't maybe spook the horses.
