Obviously, I had put a lot of effort into a paper and a lot of research into debt levels, international practices, etc., what was going on in other jurisdictions, so I tried to put out a fairly balanced and logical argument as to why we should begin the intervention at that point in time. There were other views that it wasn't necessary, and ... it didn't happen.
