However, had there been a closer connection and had the Central Bank, in terms of its financial stability role, been able to foresee the consequences that we've subsequently seen, then I would have thought they would have been in the position to effectively ... I mean, I appreciate the terminology and I think it's 33D, is again not the most elegant. It talks about guidance which the regulator had to follow in terms of policy but my view is that they could have effectively instructed us on policies, had we not seen fit to do so ourselves.
