Mr. John Hurley:

No, we made an assessment in the financial stability reports. We outlined the risks, we outlined them very clearly in every single report. Those risks were clear but we made an assessment on the basis of all of the information that we received and on the basis of the environment of the time, the economy at the time. We made an assessment on those risks and our assessment on the basis of those risks was that the financial stability of the sector at that time was not threatened. Now that was the assessment in each of those financial stability reports. But we did set out, as guidance for the Financial Regulator, the overall risks that were building up in the system. We were not regulating the banks. That function had been removed from the Central Bank-----
