No, but he has put in a fairly strong sentence at the end of those powers indicating that normally they wouldn't be second-guessed by the Central Bank because so many explicit specific powers were given to the Financial Regulator under the 2003 Act. The first power relates to ratios. It relates to ratios for the conduct of monetary policy to create a credit shortage in the market to enable interest rates to function. It's not a power that I know has been used anywhere in Europe for prudential regulatory purposes. I think you may find an example of it in Africa or Asia.
