Because it's principles and criteria, whereas if you look at the actual provision in relation to regulation, it talks about "must regulate according to their own lights" and so on. There's an ambiguity in difference there, but it would have been according to principles and criteria and so it would have been an overall guidance. And that said, we did not issue a formal overall guidance because we took the view that the financial stability reports themselves were the guidance, and particularly as we had, with the Financial Regulator, jointly agreed those reports.
