Mr. John Hurley:

I think overall that's probably correct but the difficulty with that is that you separated at the wrong time the two functions, and when you look back at it, the house was divided at a time when the bubble was inflating. Now we will never know what the counterfactual is, we just won't know. But, when you look now at what's happening internationally and look at the forces that are in play to unify central banking with financial regulation, it's being done for a reason, and the reason is to try and bring some coherence to the overall function.
